As the international community, led by the new Biden Administration moves quickly to push forward an exclusive power-sharing deal - couched as a peace agreement - between the Taliban and the Afghan government - Afghan women are already paying the price. From activists to journalists and judges the news of their nearly-daily assassinations is indicative of the insecurity that lies ahead for civilians. 

In this third session of the Coming of Age of the Women, Peace and Security Agenda, Centre Director Sanam Naraghi Anderlini will be in conversation with Major General (ret) Patrick Cammaert who led UN peacekeeping operations in Cambodia, Democratic Republic of Congo and elsewhere; Wazhma FroghCo-founder of the Women & Peace Studies Organization (WPSO) and a long time Afghan woman peacebuilder whose network extends throughout her country; and Cerue Garlo, a peacebuilder and civil society activist, and one of the unsung heroes of the Women of Liberia Mass Action for Peace campaign, to discuss what happens when the diplomats and politicians forge hasty elite bargains, leaving local communities and peacekeepers at the frontlines to face the consequences of their deals. The discussion will reflect on the gap between the rhetoric of inclusion and increased calls for the recognition and protection of peacebuilders and the reality of power politics, where ultimately the 'deal' leads not to peace but to perpetual violence. 

About the speakers:

Major General (ret) Patrick Cammaert has a distinguished military career with the Royal Netherlands Marine Corps and the United Nations, where he served as Sector Commander in Cambodia (UNTAC), Assistant Chief of Staff in Bosnia/Herzegovina (UNPROFOR), Force Commander in Ethiopia and Eritrea (UNMEE), Military Advisor to the Department of Peace Keeping Operations (DPKO), and General Officer Commanding the Eastern Division in the Democratic Republic of Congo (MONUC). Since his retirement, he has been an effective expert advocate in leadership in crisis circumstances, international peace and security, protection of civilians, civil-military cooperation in peace support operations, peacekeeping, and security sector reform.

Wazhma Frogh (@FroghWazhma) is the co-founder of the Women & Peace Studies Organization (WPSO) — Afghanistan (@WpsoAfg), which works for women’s inclusion in security sector reform. In 2017 the Afghan President appointed Frogh and other key women leaders to the High Peace Council to ensure women's meaningful participation in the Afghanistan peace processes, where she & her colleagues initiated the national dialogue consultations across the country. A seasoned activist and internationally recognized leader, Frogh holds a master’s degree in Law and Human Rights from the University of Warwick, UK. She is a member of the ICAN spearheaded Women’s Alliance for Security Leadership (WASL).

Cerue Konah Garlo (@CerueKonahGarlo) is a peacebuilding and civil society activist, leading capacity-building and institutional strengthening trainings with a principal focus on women’s rights, advocacy, community mobilization and citizen participation, including mainstreaming gender issues. Garlo is a founding member of the Global Network of Peacebuilders and has led several trainings on UNSCR 1325. She is currently the Senior Gender Specialist at the Carter Center Rule of Law, focusing on providing technical assistance and support to government to ensure gender-responsive and -inclusive implementation of the freedom of information law. Garlo is a member of the Women’s Alliance for Security Leadership (WASL).
