Stephanie Winitsky is a Health Policy Associate in the Department of Health Policy and a consultant specializing in health financing, health systems performance measurement, and universal health coverage. Her research focuses on assessing health system performance, examining how financing and payment mechanisms influence efficiency, equity, and care quality. She explores methodologies for measuring and incentivizing health service performance, as well as approaches for international comparisons and benchmarking.
Stephanie has worked with organizations such as WHO, the European Observatory on Health Systems and Policies, and Médecins Sans Frontières, conducting comparative policy research and developing evidence-based recommendations for healthcare reform. She holds an MSc in Health Policy, Planning & Financing from the London School of Hygiene & Tropical Medicine and the London School of Economics, a BComm from McGill University, as well as a CPA CA designation. She brings experience across public, nonprofit, and private sectors, with expertise in data analytics, systems thinking, and policy implementation.
