Jose-Luis Fernandez

José-Luis is Director and Associate Professorial Research Fellow at CPEC, LSE. He is also Director of the NIHR Policy Research Unit in Adult Social Care (ASCRU).

As a health and social care economist, José-Luis specialises in ageing-related policies, the analysis of health and social care funding systems, service productivities, the interaction between health and social care, and the economic evaluation of health and social care services.

In 2010, Dr Fernandez founded the International Long-term care Policy Network (ILPN), the largest network linking academics and policy makers working on the analysis of long-term care. He has contributed to key health and social care evaluations, including the national evaluations of Individual Budgets and of telehealth and telecare services (the Whole Systems Demonstrator).

He is currently undergoing evaluations of prevention and integration schemes in English local authorities, using administrative records. He has studied variability in local provision of long-term care services, its causes and consequences on local equity and efficiency, and has carried out extensive microeconomic analysis of equity and efficiency in the allocation of social services, concentrating in particular on the development of methodologies for estimating of the impact of services on users’ welfare.

Following two successful competitive bids, Dr Fernandez set-up the Economics of Social and Health Care Research Unit together with colleagues at the universities of Kent and York, and the Quality and Outcomes Research Unit together with colleagues from the universities of Kent and Oxford.

Amongst others, he has advised bodies such as the English Department of Health, the UK Treasury, the UK parliament Health Committee, the European Union, WHO and the World Bank.
