LeandroFranco-sq

Name: Leandro Franco

Programme and year: MPP Class of 2022

Nationality: Brazilian

Job Title: Under-Secretary of Economic Development at the State Government of São Paulo

Organisation: State Government of São Paulo

Can you tell us a bit about your background and your motivations and objectives for your studies?

Before going to LSE, I worked for almost six years with economic development policies in Brazil. For three years, I was Head of Public Innovation Policies in the Secretary of Science, Technology, and Innovation of the State Government of Maranhão (northern Brazil), where I led the design and implementation of the state's innovation policy. Previously, as a public manager in the Secretary of Industry Commerce and Energy of the State Government of Maranhão, I co-designed and implemented policies to foster firms' productivity across various economic sectors.

Why did you choose to study the MPP programme?

I wanted to develop my technical skills to be able to help address and make use of the many challenges and opportunities presented by the 21st Century. Therefore, it felt like the right time in my life trajectory to pursue the MPP degree at LSE, since I thought (rightly) that it would provide me with the tools I need to improve a) my economic rationale in public policy, in order to analyse and criticise cause-effect relationships, scenarios, trends, local potentials, and global supply chains; b) my understanding of politics and the impact of new technologies in our society; c) my international and national network of outstanding public-sector professionals.

Were there any standout modules from your studies?

The module on Public Policy Applications (PP405) taught by Professor Nicholas Barr, Dr Simon Bastow, and Professor and SPP Dean Andrés Velasco was without a doubt my favourite. In addition a group Policy Project that we collaborated together with leading management consulting firm, Oliver Wyman, was a highlight. We also had a large variety of classes and debates about policies and structural themes for society, such as climate change, inequality, industrial policies, public investment and the impact of ideology in public policy.

What have been your key takeaways from your studies and how are you applying these in your career and life after graduation?

My current role in the State Government of São Paulo allows me to improve the state’s strategy for economic development. My insights from keeping in touch with Professors Andres Velasco, Miguel Santos (Growth Lab), Nicholas Barr, Vanessa Rubio, and Andres Rodrigues-Pose throughout my graduation (be it in classes or extra-class time) provided me with a toolbox to think strategically and effectively about what policies to prioritise in order to boost firms’ productivity and employment generation in the local economy.

How did you take advantage of being a part of the LSE community?

LSE is a place of talented and incredible people from all across the world. I was really close to my MPP colleagues, who became real friends. The get-togethers, the parties, and the little moments exploring new places in London were for sure an unforgettable experience. Beyond that, I got to know a bunch of interesting people from other courses throughout the semesters, including talented Brazilians in the events we organized together, such as the Brazil Forum UK. People at LSE are easy going, friendly, and super intelligent.

What are some of your favourite activities to do in London?

Getting together with people. But this becomes even more interesting when exploring the special places that London has to offer. A variety of museums, parks, cool neighbourhoods, boat tours, traditional events, get-togethers, and concerts (going to Royal Albert Hall is extremely recommended). You are certainly going to find your favourite activities.

Who would you recommend the programme to?

To every professional with a minimum of 5 years of work experience who wants a pragmatic updated study, to meet interesting people (either for leveraging their career or their personal experiences), and being well received in the market after graduation.

What advice would you give to people who are considering studying the MPP?

Get to know your colleagues. Get closer to professors that research topics related to your main academic and professional interests through office hours. They are going to be amazing people and great connections, and even friends.

Do you have any practical advice for our current offer holders who will be joining us in September?

Firstly, I strongly recommend living in Goodenough College and applying as soon as possible to live there. It is a dream living there and really close to LSE. If this is not possible, I recommend renting a room in an LSE student accommodation.

Second, buy a bike at the beginning of your experience.

Third, stay updated on the readings. You must manage time to enjoy the summer, otherwise, you will have to study a lot during one of the most beautiful seasons in the UK.

Fourth, dedicate time to getting closer to professors that are aligned with your values and long-term goals.

How would you describe your SPP experience in three words?

Excellence. Global. Unforgettable.
