Michael is a Senior Visiting Fellow at LSE Health, London School of Economics and Political Science (LSE) and National Institute for Health Research (NIHR) funded Clinical Lecturer at the University of Manchester. He is a general practitioner and continues to practice two days a week in North Yorkshire. He has a PhD in Health Policy and Economics from the London School of Economics and Political Science (LSE) focused on measures of healthcare quality in public and private hospitals in England, and has been awarded a distinction in a joint masters in Health Policy, Planning & Financing from LSE and the London School for Hygiene and Tropical Medicine (LSHTM). His research interests are focused on five key areas relevant to the economics of healthcare:
(1) disinvestment in low-value care
(2) the public-private interface
(3) workforce planning and strategy
(4) international healthcare comparisons
(5) pharmaceutical policy (including antimicrobial resistance)
He was also one of the co-research lead for the LSE-Lancet Commission titled ‘The Future of the NHS’, and was the lead author of the 2022 UK Health System in Transition Report. He has previously held clinical fellowships with NHS England, and the Private Healthcare Information Network (PHIN). He regularly collaborates with the European Observatory on Health Systems and Policies, and worked as a technical advisor with the World Health Organisation (WHO), the Organisation for Economic and Co-operation and Development (OECD), and the 2019 Romanian and 2023 Swedish Presidencies of EU Council.
