About the authors

Fabrizio Scrollini is the lead researcher of the Latin American Open Data Initiative (ILDA). ILDA’s research aims to understand the use and effects of open data in Latin America. Fabrizio is also the Chairman of DATA, an NGO based in Uruguay that uses open data to promote human development in Latin America.

Ursula Durand Ochoa earned her PhD in Government from the London School of Economics and Political Science in 2012 and was coordinator of the LSE IDEAS Latin America International Affairs Program. She has taught at the University of Texas at San Antonio, USA, and the Pontificia Universidad Catolica del Peru.
