Paul Zakkour

Paul Zakkour worked extensively on the design of policies, regulation and MRV frameworks for integrating carbon storage technologies into EU and UN climate policy and carbon pricing mechanisms over the period 2002-2012.
His more recent work is focussed on policy design, monitoring, reporting and verification (MRV) and accounting for negative emissions, carbon removals, beneficial uses of CO2 and the treatment of enhanced sinks under the Paris Agreement.
Paul also has broad experience in climate policy across Europe, Asia-Pacific, North America, Middle East and Africa, including the design and implementation of carbon pricing programmes, low carbon project finance, nationally determined contributions (NDCs) and long-term low emissions development strategies (LT-LEDS).
Background
Paul has been a Consulting Director at Carbon Counts for more than 16-years. Prior to this role, he spent over six years as a Principal Consultant with ERM’s Energy & Climate Change Practice in London.
He is a Technical Advisor on Carbon Management and Carbon Markets at the International Emissions Trading Association (IETA).
Paul also serves the UNFCCC Secretariat in various capacities over the years, including most recently through its Roster of Experts on Article 6.4.
Paul holds a PhD in environmental technology from Imperial College London, and lives and works in the Frankfurt am Main area of Germany.
