About

Joe is a Senior Policy Fellow with a particular focus on net zero central banking, environmental risks to labour markets and adaptation finance in emerging markets and developing economies (EMDEs). He leads CETEx’s EMDE workstream and its support for central banks in South Asia and Southern Africa.

Background

Prior to joining the Grantham Research Institute, Joe was a Research Fellow in the Climate and Sustainability programme at ODI, where he led work on mobilising sustainable finance in emerging markets and developing economies. His research supported financial institutions such as central banks and private investors by quantifying social and environmental risks, including those caused by disputes with workers and local communities, the physical effects of climate change or climate policy reforms. Joe has worked extensively on responsible investment and its potential to achieve sustainable and beneficial economic, social and environmental outcomes. Before joining ODI, Joe completed financial due diligence for Development Finance Institutions (DFIs) and some of the world’s leading private investors. He also worked on the European Parliament’s Monetary and Economic Affairs Committee during the 2008 Global Financial Crisis. He has an academic background in labour market economics and completed his D.Phil. at the University of Oxford.
